NAVY LEAGUE CADET CORPS
193 CODIAC
STANDING ORDERS
These Standing Orders set out procedures to be followed by all personnel in Navy League Cadet Corps 193 Codiac. Officers, Cadet Instructors and Senior Cadets are to make themselves completely familiar with these orders and ensure that they, and their subordinates, comply fully with them.
Officers, Cadet Instructors and Senior Cadets who wish to make suggestions for changes to these orders are invited to discuss their suggestions with the Command Officer using the chain of command.
Training Night Routine
Navy League Cadet Corps 193 Codiac will parade at Birchmount School (256 Ayer Ave, Moncton, New Brunswick) on Tuesday evenings from 18:30 to 20:30hrs. The routine will be as follows:

18:30 to 18:35hrs – Cadets fall-in and Colours Ceremony
-
18:35 to 18:40hrs – Attendance done by a cadet
-
18:40 to 19:25hrs – 1st Period of Instruction (Class Training)
-
19:25 to 19:35hrs – Break
-
19:35 to 20:20hrs – 2nd Period of Instruction (Drill Training)
-
20:20 to 20:30hrs – Optional Activities (Games, Sunset Ceremony, Etc.)
-
– Clean-up and sanitize all areas of training if required
-
20:30hrs – Dismissal of Cadets for the night
All weekly information for staff, cadets, and parents will be posted on the Navy League Cadet Corps 193 Codiac Sway page.
Any Special Announcements or snow days will be posted on the Navy League Cadet Corps 193 Codiac Sway page and e-mailed out to everyone as soon as possible and told to the cadet at the next training night if needed.
Navy League Cadet Activities and Training are restricted to the school gym and adjoining hallways as directed by the Corps Commanding Officer. If another area of the building is required the Commanding Officer will request the area and let everyone know.
On all Cadets Training nights and all other Navy League activities there must be at minimum, two adult staff member (18+) on duty.
Drill Team, will practice every other Thursday or as directed on the Navy League Cadet Corps 193 Codiac Sway page.
Band, will practice every other Thursday or as directed on the Navy League Cadet Corps 193 Codiac Sway page.
The ship’s Gangway (the main entrance hallway) is to be cleared at all times as a matter of routine safety. All training decks will be kept clean and free of garbage or personal kit. All cadets with staff supervision will clean and sanitize all areas used during the training night before they leave if required.
Optional Training
Navy League Cadet Corps 193 Codiac will parade at Various Locations or Online on Weekends or Weekdays.
Sports Nights
On Sports Nights Navy League Cadet Corps 193 Codiac will parade at Birchmount School (256 Ayer Ave, Moncton, New Brunswick) or other location as directed by the Corps Commanding Officer.
Cadets, Parents and Staff will be notified within a week before a Sports Night is due to occur. We will attempt to have a sports night once a month.
The Nights Routine will be mostly the same timings as above except there will be no Colours Ceremony. Cadets will simply fall in, do attendance and start first period which will be organized sports. Second period will be free time or possible corps led games.
Navy League Cadet Activities and Training are restricted to the Gym and Hallway immediately outside the gym. If another area of the building is required the Commanding Officer will request the area and let everyone know.
Responsibilities of Positions Within the Corps
Commanding Officer (CO)
Head organizer and leader of the Corps. They are responsible for all aspects of Administration, Training and Supply as well as Standards, Morale and Discipline.
Executive Officer (XO)
Deputy Commanding Officer (2nd in Command) who is responsible for the efficient running of the ship’s routine and who will assume the responsibilities of the CO in their absence. They are to keep the CO informed of all events and occurrences. They are also to ensure that high standards of Drill, Dress and Deportment are maintained by all Officers, Cadet Instructors and Cadets. Perform any additional duties as assigned by the CO.
Training Officer (Trg O)
Responsible for planning all aspects of training including instructor preparation and professional development. The Trg O is responsible for maintaining a Cadet Training Log (CTL) for all Cadet and Officer Training (If the corps does officer training) and making recommendations to the CO regarding appointments and promotions. Perform any additional duties as assigned by the CO.
Administration Officer (Admin O)
Responsible to the CO for all aspects of personnel record keeping, enrolment documentation and attendance records. They must also maintain a proper filing system as well as maintain the ships log each training night passing it over to the CO at the end of the night for their signature. They are also responsible to ensure that in-routines and out-routines are completed for each cadet either joining or leaving the corps. Perform any additional duties as assigned by the CO.
Supply Officer (Sup O)
Responsible for the acquisition, storage, issuing and upkeep of all the Corps equipment and uniforms. The Sup O is to be particularly concerned with the cadet’s sharpness of dress on parade as it is a reflection of the Corps public image. They are also responsible for the recovery of uniforms when a cadet either; resigns, moves to another cadet corps, is released from the Corps for disciplinary reasons or it’s just the end of the training year. Perform any additional duties as assigned by the CO.
Divisional Officer (Div O)
Responsible for the welfare, safety and training of every cadet in their assigned division. The Div O is the cadets’ coach and advocate. They are also responsible for the drill, dress, deportment and discipline of the cadets in their division. The Div O’s are to inspect the cadets in their division every training night before Colours (This can be done as simply as walking over to the cadet or just taking a glance). The Div O’s are about motivation and teamwork of their division. They should meet with each of the cadets in their division individually and as a group from time to time. The Div O should also contact any cadet that is repeatedly absent to determine the reason for the absences. In the event that a cadet in their division is to be disciplined, the Div O will accompany the cadet. Perform any additional duties as assigned by the CO.
Band Officer (Band O)
Responsible for the upkeep and accounting for all musical instruments as well as the musical training and organization of the band. The Band O should also build interest in the band and encouraging cadets to become involved in the band. Perform any additional duties as assigned by the CO.
Range Safety Officer (RSO)
The RSO must take a Range Safety Course run by the province of New Brunswick or equivalent training as laid out in the Navy League Regulations. The RSO must pass said course or be tested and appointed by their local Division Commander, providing they are RSO qualified. The RSO will be the person in charge of the range site and all personnel on the range will follow their orders while on the range. No exceptions.
Secondary Duties
All Officers and Cadet Instructor’s may be assigned all or some of these secondary duties on a rotational schedule. The staff member in charge will be the Ship’s Duty Officer, called the Officer of the Day (OOD). The OOD will:

Prepare the parade deck for the evenings activities including preparing the Navy League flag and the ship’s Kisbe Ring for display
-
Prepare the ship’s Log Book and Cadet sign-in sheet for the training night
-
Ensure that the senior Duty Petty Officer and the Corporal of the Gangway are at their Duty Stations
-
Ensure that the pipes are blown by the Ship’s Boswian or Signalman and moving cadets to and from their classes at the appropriate times according to the Training Night Routine or by the direction of an officer
-
Make security rounds at least twice a night checking for safety hazards and cadets that may be adrift.
-
Greeting guests and dignitaries and having them sign the ship’s Log then escort them to the CO
-
Recording and reporting any out of the ordinary incidences to the XO and/or the CO in a timely manner.
Cadet in Charge (Drill Team) Gunner
The Cadet in Charge of the Drill Team is responsible to the CO for the following:

Recommending cadets to the CO for inclusion in or removal from the Drill Team
-
Supervising Drill Practices
-
Responsible for all routines that will be performed
Officer in Command (OC) Marksmanship (RSO)
The OC of marksmanship is responsible to the CO for the following:
-
Supervising of a range
-
Build interest in marksmanship as a discipline and encourage cadets to become involved
-
Ensure that records are kept for each cadet so that they can earn their Marksmanship Badge
Coxswain (Cox’n)
The Cox’n is responsible to the CO for the following:
-
Ensure that all of the cadets maintain a high standard of drill, dress deportment and discipline
-
Ensure that all cadets are informed about upcoming activities
-
Taking attendance at all activities that are outside of the normal HQ and reporting this to the Admin O
-
Acting as parade commander for all parades, except when specified by the CO
-
Advising the CO on all issues of concern to the corps which includes morale, discipline, safety, training, etc.
Regulating Petty Officer (RPO)
Is responsible to the Cox’n for the following:

Mustering the ships company prior to Colours for inspection by Divisional Officers
-
Mustering the ship’s company for Colours and reporting the number of cadets present to the Cox’n
-
Performing other duties as assigned by the Cox’n
Divisional Petty Officer (DPO)
Is responsible to their Divisional Officer for the following:
-
The drill, dress, deportment and welfare of the cadets in their division
-
Ensuring that the cadets in their division are properly dressed
-
The first point of contact for cadets in their division with respect to any questions, concerns or problems
-
Provide mentorship to the other cadets in their division, encouraging them to excel and promote a sense of teamwork
-
Keeping the Div O informed of concerns or other issues affecting the division
-
Perform other duties as assigned by the Div O
Divisional Petty Officer 2IC (DPO 2IC)
Is responsible to their Divisional Petty Officer for the following:

The drill, dress, deportment and welfare of the cadets in their division

Ensuring that the cadets in their division are properly dressed

Duty Organization
Officer of the Day (OOD)
Selected on a rotational basis. The OOD is responsible to the XO for the following:

Ensuring the Petty Officer of the Day (POOD) fulfills their responsibilities
-
Completing rounds of the building during the Stand Easy (Break), accompanied by the POOD to verify that the cleaning stations have been completed
-
After rounds signing the Ship’s Log stating completion
-
Ensuring that all parents sign their cadets in on the attendance form
-
Check off which staff are at the activity on the staff attendance form
For activities in which no OOD has been appointed, the highest ranking officer performs the functions of the OOD.
Petty Officer of the Day (POOD)
Selected on a rotating basis. They are responsible for:

Ensures that the Area of Responsibility (AOR) has been left in a clean condition at the end of training
-
Accompanying the OOD on their rounds of the building
-
Signs the Ships Log on completion of rounds noting anything out of the ordinary or stating “rounds correct” if nothing is out of order
For activities in which no POOD has been appointed, the highest ranking cadet performs the functions of the POOD.
Corporal of the Gangway
The POOD will be assisted by the Corporal of the Gangway who will normally be a Leading Cadet. The Corporal of the Gangway will maintain the Ship’s Log Book and ensure that all cadets sign in properly as they arrive for the evenings training. They will help the POOD supervise the cadets at their stand easy.
Fires
Maplehurst Middle School Location:
If a fire is discovered at Maplehurst Middle School or if the fire alarm sounds, the OOD will secure the Ships Log and the signing in log and move all cadets out the same entrance we use to enter the building. All cadets will assemble in the back of the parking lot farthest from the building and will face Maplehurst Middle School. The XO will supervise the ships company fall in. The Admin O will immediately conduct roll call from the evening’s sign-in sheet. The XO will then report to the CO for further action.
Hillcrest School Location:
If a fire is discovered at Hillcrest School or if the fire alarm sounds, the OOD will secure the Ships Log and the signing in log and move all cadets out the same entrance we use to enter the building. All cadets will assemble in the back of the parking lot farthest from the building and will face Hillcrest School. The XO will supervise the ships company fall in. The Admin O will immediately conduct roll call from the evening’s sign-in sheet. The XO will then report to the CO for further action.
Lions Club Location:
If a fire is discovered at the Lions Club or if the fire alarm sounds, the OOD will secure the Ships Log and the signing in Log and move all cadets out the nearest exit. All cadets will assemble in the parking lot farthest from the building and will face the Lions Club. The XO will supervise the ships company fall in. The Admin O will immediately conduct roll call from the evening’s sign-in sheet. The XO will then report to the CO for further action.
At camps:
If a fire is discovered at any camp or if a fire alarm sounds, the OOD will secure the Ships Log and the sign in Log and move all cadets out to the designated location. All cadets will assemble in the designated location. The XO will supervise the ships company fall in. The Admin O will immediately conduct roll call of all at camp using the sign-in sheet. The XO will then report to the CO for further action.
Other Locations:
If a fire is discovered at other Navy League Cadet activities or if a fire alarm sounds, the OOD will secure the Ships Log and the sign in Log and move all cadets out to the designated location. All cadets will assemble in the designated location. The OOD will supervise the ships company fall in.
The OOD will immediately conduct roll call of all at camp using the sign-in sheet. The OOD will then report to the CO for further action, if required.
Dress and Deportment
The dress and deportment of all officers and cadets will at all times bring credit to the Canadian Armed Forces, the Navy League of Canada and the Corps. Behavior such as slouching, placing hands in pockets and horseplay distract from the professional appearance required of the officers and cadets of the corps and will not be permitted.
Military Courtesies and Paying of Compliments
All officers and cadets will use all appropriate courtesies such as calling an officer by their rank, rank and last name or position or by calling them sir or ma’am. Cadet Instructors will be addressed as Mr., Mrs., Miss and their last name or by calling them sir or ma’am. Officers and cadets will salute all higher-ranking warranted officers when passing them on the parade square or outdoors, when reporting to the CO and whenever reporting to any other officer.
When an officer of any rank enters a classroom, the first cadet to see him or her will call the room to attention unless an officer of equal or higher rank or appointment is already present. For example, if the XO is in the room and a DO enters, you would not call the room to attention regardless of the DO’s rank. If an officer wishes to enter a classroom without disrupting the class, he or she will remove their headdress; the room is not called to attention when the officer does this.
Dress
Officers and cadets will present themselves for duty correctly dressed and as ordered, with all uniform parts clean, pressed and polished as appropriate. Cadets whose dress or grooming is below standard may be subject to disciplinary measures. This will be decided by the CO.
Cadets are responsible for maintaining their uniforms in good condition and requesting replacement items as necessary through their chain of command to ensure a good fit. It is up to each cadet to request new items as needed weather they become damaged, worn out or do not fit anymore.
Officers will adhere to the Navy League Dress regulations and are expected to be familiar with them to ensure they are correctly dressed and groomed at all times. Officers are to maintain a complete set of uniforms, both service dress and work dress, in good condition and ensure they fit correctly.
Cadet Instructors will dress in appropriate, respectful civilian attire at all times when working with the corps and represent the Navy League of Canada and the Corps in positive manner. If a Cadet Instructor wishes to wear the approved Navy League Cadet Instructor uniform, it must be provided to them.
For all formal parades and when ordered by the CO all officers will be dressed in full dress uniform with medals and Cadet Instructors will be in their best cloths or uniform with medals if so awarded.
For sports night or other physical training activities all officers, cadet instructors and cadets will wear appropriate, respectful civilian attire and at no time is anyone to wear open toed shoes unless otherwise directed by the CO.
Discipline
In regards to discipline, there should be very few disciplinary problems as long as the cadets themselves are enjoying purposeful and busy activities. Refer to the NL 610 NL Officer Command Team Package for more information.

If a Cadet has committed some misconduct, they are to be brought before the OOD who will investigate the incident.
a. If the misconduct is of a minor nature, the OOD may elect to:
i. Counsel/reprimand the cadet (always in private and in the company of another Officer or CI)
ii. Withdraw privileges such as canteen or stand easy
iii. Assign the cadet to extra clean-up duties or extra drill
The OOD will supervise the cadets extra work and complete a Letter of Incident form for the XO as soon as possible and the XO will then review the form and submit it to the CO.
If the misconduct is such that the OOD feels that the incident should be handled by the XO or the CO, the OOD will complete a Letter of Incident form and advise the XO immediately. The XO will then conduct an investigation and make recommendations to the CO concerning the incident. The CO will then speak with the cadet’s parent(s) and discuss the possible outcome and follow-up actions. Whatever the outcome, the CO will file a Personnel Conduct Report and place it in the cadet’s file.
If the incident involves an Officer or CI, the actions will be the same as above, except the incident may need to be reported to the Division and/or the National levels depending on the situation.
Administration
In-Routines
When a cadet joins the corps by enrolling or transferring from another unit, the Admin O will ensure that the following is completed:

The cadet(s) and cadet’s parent(s) will sit with the Admin O and make sure the enrollment package is complete if needed
-
Ensure a copy of the cadet(s) Birth Certificate and Medicare Card on the cadet’s file
-
Up-date the 193 Navy League Attendance Record, Attendance Form, Birthday Age Out Chart, Training Record, Nominal Roll, Contact List, NL email list, and Corps Fan Out Chart.

Verify the uniform deposit is paid before the issue of a uniform
-
The cadet meets with the Supply O to have a uniform issue
-
The cadet meets with the CO and/or other warranted officer to recite and sign the Cadet Promise and Cadet Code of Conduct
-
Out-Routines
When a cadet leaves the corps by releasing, aging out or transferring to another corps, the XO will ensure that the following out-routine is completed:

The Cadet will meet with the CO and their Divisional Officer
-
If the cadet is transferring to another unit the Admin O will give a copy of the cadet’s personnel file to the CO who will then send it to the gaining unit.
-
The Admin O will file the cadets personnel file into the “to be shredded files” and shred in 1 year from the date the cadet left the corps
-
The Supply O will recover all uniform parts; any other kit the cadet may have on loan and return any uniform deposit that was given
Access to Cadet Personnel Files and Reports
All officers may review cadet personnel files when required. Any officer wishing to view a cadet personnel file will request it from the Admin O. The only persons authorized to remove a cadet personnel file from the cabinet or replace it are the CO, XO and Admin O.
A cadet may request to view their own personnel files and make copies of anything they contain. Any cadet wishing to view their personnel file will request this through their Div O.
Access to Officer/CI Personnel Files and Reports
Only the CO, XO and Admin O may review officer/CI personnel files when required. Any of these officers wishing to view an Officers/CI’s personal file will request it from the Admin O. The only persons authorized to remove an Officer/CI personnel file from the cabinet or replace it are the CO, XO and Admin O.
An Officer/CI may request to view their own personnel files and make copies of anything they contain. Any Officer/CI wishing to view their personnel file will request this through the Admin O.
Attendance of Cadets
Cadets will attend all mandatory corps activities unless properly excused. Any cadet wishing to be excused from mandatory corps activities will request leave by submitting an email to the corps email address at nlcccodiac@navyleague.ca . If this is not done the cadet will be marked as absent without reason and will not be able to get the 100% attendance award, or possibly no longer participate in optional activities, and if the situation continues to be a problem where the cadet does not show for mandatory activities they may be asked to leave the corps.
On training nights, ultimately it is the Coxswain’s responsibility to make sure that all cadets have signed the attendance log, if necessary. If a cadet misses three or more consecutive training nights and dose not email to say they will not be attending the nights training, the Admin O will contact the cadet to determine why they have been absent and what their expected date of return is. The Admin O will also let the XO and CO know this information as soon as possible.
Cadets who are absent are responsible for obtaining any training information they may have missed.
Absence of Staff Members
Officers and CI’s are expected to make themselves available for duty on all training nights and on other occasions when required. Any officer or CI who requires leave will request it in advance, whenever possible, from the XO. The XO will then inform the Training O so that they can make appropriate changes to the training calendar and inform the CO as well. This can be done in person, by phone or by email using the above contact information.
In some situations the CO may authorize an officer or CI to only attend particular cadet events. This will be done on a case by case basis. Officers and CI are to speak with the corps CO in regards to these situations if needed.
Air Rifle Ranges
For all Ranges there must be at minimum 3 officers/CI’s and one must be a qualified Range Safety Officer (RSO). This means that the officer has taken a provincially recognized RSO course or equivalent. Two officer/CI must be at the firing line at all times when cadets are firing (One must be a qualified RSO) and one must be back at the ammo point/safety area.
The normal number of cadets on a range will be 5 at a time on the firing line and more waiting to shoot in the safety area. There will be no exception on these numbers as safety will always be top priority at the range site.
The maximum number of cadets on the firing line will not be more than 5 cadets at a time.
As stated above safety will always be top priority. If cadets or Officers/CI’s are not following the posted rules of the range they will be removed from the range, parents will be called to pick up cadets and staff will be told to leave the range site. Depending on the circumstances the cadet or Officer/CI may not be able to return to the range site.
The RSO will be the person in charge of the range site and all personnel on the range will follow their orders while on the range. No exceptions.
Again this cannot be stated enough, range safety above all else will be strictly enforced and no exception will be made to these rules or the posted range safety rules at any time. If anyone has any suggestions, they can be brought to the RSO after the nights ranges are complete unless it is of a safety matter.
Camp
Navy League Cadet Corps 193 Codiac will run a Camp yearly in the month of June. The camp schedule, layouts and duties lists can be accessed from the camp CO through the chain of command. At Camp the following positions must be filled by qualified staff;
Camp Commanding Officer
Camp Executive Officer
First Aider/Cadet Medicine Keeper
Head Galley Chief
Galley Staff
Female Cadet Den Mother
Male Cadet Den Mother
If cadets are to be on the water, there must be a certified staff instructor on the water at all times and all will wear life jackets.
If cadets are to do Archery at camp there must be a certified archery RSO at the camp, during archery activities.
If there is time for swimming all cadets and staff must were life jackets well in the water unless there is a qualified life guard on duty.
If a camp fire is authorized during camp all will be briefed on the safety around the fire and all will ensure safety rules are followed at all times.
Ordering of Corps Uniforms, Equipment and Supplies
All of the above will be ordered through the corps Supply Officer (Sup O) who will pass the request on to the Commanding Officer (CO). The CO will then request the funds from the Branch Treasurer. Once funds have been confirmed the CO will inform the Sup O who will place the order. The Sup O will keep corps staff informed about the status of their order.
If officers do not request the funds in this manor they will not be reimbursed for any orders they may place.
No Officer or CI may have access to the Logistik Unicorp site except the Sup O and CO.
Leave of Absence for 193 Codiac Officers
If an Officer in the Navy League of Canada is going to be absent for an extended period of time, not more than three months, they must inform the corps CO and the branch in writing (Branch can approve this request) and state the approximate date of return so that the branch can notify the Division and National Offices.
For leave three to six months in length the procedure is the same as above except the Division President will approve this and notify the National Office.
Leave six to twelve months in deration must be approved by the Cadet Chairman at the National level.
If an officer is going to be away for more than twelve months they will have their Warrant Cancelled.
